Hi,

"Kokusai Koryu Kikin" (their research group consising of Japanese as a second langauge teachers) published a report on CEFR and ELP a few years ago. The report is about Japanese language education in Europe but covers a lot of CEFR and ELP policies and guidelines.

I did a quick Google search with "欧州言語　european language portfolio" and found several links with bits translated.
